He has been publicly humiliated and, unlike some politicians, he actually seems capable of feeling shame.
Moreover, who knows what is going on in his marriage and family at this point? He may simply not have the energy to keep doing the job.

If he is in a position of authority over her it clouds the woman’s ability to give full and complete consent. She may rightly worry that her boss will get rid of her if she does not comply with his sexual advances.
It doesn’t sound like that is what happened here and there are no allegations of his committing any sort of crime; however, it probably breaks every Human Resources Policy/Procedure/Guideline regarding sexual harassment in the workplace. Any middle manager working for the City who was found to be having sex with a younger subordinate would be fired or at least disciplined in some way. There is no way the mayor can be allowed to do that. He could find himself in the same position that Mayor Rob Ford was in when the whole crack cocaine debacle hit the news- City Council took away all of his powers (but that fat clown refused to step down anyway

On the contrary he was a good honest man who cared very much and worked hard for this city.

My guess, he was likely threatened the girl would be identified, which fucks her career up. He’s golden at this point and can walk away taken care of.
