Despite there being rape laws in Canada, there will be more rapes. That doesn't mean laws against rape are ineffective in controlling it. It means that contraventions to all laws are inevitably going to occur.

Are mass murderers "sick"?... Sure. It's non normative social behaviour, so by definition a "sickness". But all countries contain angry sociopaths, some of whom might be amenable to treatment and some of those treatable might also come to the attention of the authorities in a situation where they can be required to accept treatment. That's a lot of "ifs and maybes". Generally sociopathy is considered untreatable.
But it's not about practicality. The goal for people like you is to come up with arguments that desperately and at all costs avoid accepting that gun control is a valid and necessary legal goal. And today's buzz phrase is that "it's a mental health problem, not a gun control propblem". That's like other bullshit slogans like "arm the teachers!" No one seriously thinks it's a solution.
