There was never any intent to treat Russia as a partner. The US was ok when Russia was weak, but when Russia rebuilt its military things got tense. I think the Georgian war was the first crack .Then there was Maidan, countered by Syria and here we are.

No when they create existential threats then they get invaded or attacked. Same with any nation.
