Numbers yes, technical capabilities not really. Russia has superior anti-ship missiles. Their nuclear subs are extremely good. Russia also has aviation missiles that could make things very dangerous for the USN

Just for the sake of clarity: Although there are lots of migration between Ukraine and Russia, the language is still significantly different. Note just a dialect. Think like Spanish and Portuguese.
