Not the actor's job. The actor's job is to know his marks and his lines and to act the scene. Fucking around with a gun is going to break his concentration. Hence a specialist person on the crew.

Baldwin wasn't just an actor on the set. To my understanding he was also the producer of the film.
You left out the fact he shot people attacking him which he had the legal right to do.

A producer is the person responsible for finding and launching a project; arranging financing financing; hiring writers, a director, and key members of the creative team; and overseeing all elements of pre-production, production and post-production, right up to release.
That's why they hire a weapons expert. Are you saying he's also the one in charge of making sure every gun is safe before every shot? What about stunts, is he supposed to check the brakes on cars before they do a chase scene? I'd imagine they would also have insurance.

I hope from now on the Feds pass a new law, the armorer must check to see if the gun is loaded with real bullets, and the actor shooting the gun also must check the gun. If they fail to do that they should both be charged with homicide.

Again, you put people in charge of making hires. It's not reasonable to expects a producer to personally interview and hire every person who works on a film set.
