Killing 5 guys launching terror rockets is far less of a problem than 1 person killed while shopping. Also in law, the intent has a huge impact on the charges and punishment. Trying to kill active combatants and accidentally killing innocent civilians is less problematic than trying to kill civilians.

An alternate view is a country that supplies food to an enemy population despite their leadership wasting money and resources on a pointless military campaign. It's disingenuous for Hamas to complain about the lack of construction supplies while giving Al Jazeera a tour of their massive underground tunnel system built with concrete meant for charitable construction projects. I've pointed out several times that the conditions of Palestinians in the West Bank are far better than those in Gaza which is directly related to the agendas of the two Palestinian governments.
Obviously the conflict is too deep and complex for superficial descriptions like yours to resonate in any way.
