MONTREAL -- Mental health is a major security concern, said Quebec City Mayor Regis Labeaume after a man in his 20s went on a stabbing spree in the provincial capital Halloween night, killing two people and injuring five.


"There needs to be solidarity," he said in a news briefing Sunday morning. "This tragedy adds to our collective mental load from the pandemic, we will do everything necessary to deal with the psychological consequences of tragedy."


During the same briefing, Quebec City police (SPVQ) Chief Robert Pigeon said he considers the attack premeditated, and says that the 24-year-old suspect is from Montreal's North Shore.


The suspect was taken to a local hospital for evaluation, but no information was released about his condition. Charges are expected Sunday, Pigeon said.


"I was devastated when I heard about this tragedy last night," said Quebec Deputy Premier Genevieve Guilbault at the news conference, recalling the Quebec City mosque attack just under four years ago. "It reminded us all of the tragedy on the 29th of January, 2017, when six of our people in Quebec City died."


Labeaume is calling for a debate in the National Assembly on mental health and also recalled the 2017 mosque terror attacks.


"I feel like I'm in 2017 again," he said.


TWO DEAD, FIVE INJURED


Calls to police started around 10:30 p.m. about a costumed assailant in "medieval" garb stabbing multiple people with a Japanese Katana sword near the National Assembly in Quebec City's historic district. Police arrived and began searching for the suspect with K-9 units assisting.


Police tweeted for residents to stay in their homes, while they searched the Parliament Hill area of the city.


Shortly before 1 a.m., a suspect was apprehended near the city's Old Port.


Two people were killed in the attack, while five were injured. Pigeon said some of the injured suffered serious stab wounds, but are expected to survive. No information has been released about the deceased.


Quebec City police spokesperson Etienne Doyon would not speculate on a possible reason for the attack other than "personal reasons" and that it’s not related to any terror attacks.


Pigeon said Sunday that the suspect made threats of violence in 2014 "in a medical context," but that the suspect had no previous criminal record.

The SPVQ put out a call to residents to contact the force at 418-641-AGIR with any information about the events.

Quebec City police Chief Robert Pigeon said during a news conference Sunday morning that the suspect is from the suburbs north of Montreal and came to the capital "with the intention of doing the most damage possible."

Pigeon said that "everything leads us to believe he chose his victims at random," adding that he believes the crime was premeditated.

He said that the suspect, whose name has not been released, is not associated with any terror group, according to the investigation.

The man was carrying a Japanese Katana-style sword, Pigeon said.

The police chief said the suspect does not have a criminal record, but he did reveal five years ago in a "medical context" that he wanted to commit a violent act.

Pigeon said police currently have no reason to believe the attack was motivated by religious or political reasons.

The suspect was initially taken to hospital for evaluation. He is currently being questioned by homicide investigators and has not yet appeared in court

First off. My extreme sympathies go out to the victims and their families. I can only imagine the horror they must have felt before meeting their demise.

As to the perpetrator and his background and beliefs I will wait until I see a full report the The Quebec City Police department.

I trust that they will not succumb to any political leanings to sway their findings.

If this barbaric act was in fact premeditated and he isn't determined to be mentally ill then this would make for a strong argument for capital punishment.

So far unidentified by name or description. Apparently has mental health problems and has threatened to stab people before. No indication that he is anything other than pure laine, but we'll see. He has been taken to a psych facility.

I'm confused how Justin is involved. Quebec City police arrested the suspect and criminal prosecutions are a provincial jurisdiction matter. Maybe you can explain how the Feds are involved in this? Cite some caselaw on constitutional law enforcement jurisdiction. That would be helpful.

Mental illness and insanity skyrocket during the pandemic an attack can happen out of nowhere. I told my brother not to be out trick or treating this year with his kids. Not safe to be out, if you don't have to be. If you are out always be aware of your surroundings. This PSA goes for everyone, both lefties and righties.

They've given you the report already. He's a quebecois. And the killings were "not politically motivated". That's the only shit you're really interested in, right?
