Harper uses the phony "Action Plan" ads ( publicy funded) as advertising for his Conservative government. If Mulcair is dirty, Harper is 100% excrement.
I love how you lefties are spinning this. Do you really think that the parliamentary staff paid for by taxpayers and working at these satellite offices (paid by NDP Party) were doing parliamentary work on behalf of constituents?

No, the one with the lack of respect is Harper, from his fights with the courts to his trying to game the system with his electoral bill.
Tax paid assistants for ALL parties blur the lines on admin vs partisan work. NDP kept parliament informed every step of the way. Nothing done was against the rules. The rules were changed retroactively. The NDP complied. Where is the story?

The story is where they took tax money from Canadians and plowed it into their own political campaign. They went full hog to the trough.
Whether they get off on a technicality or whether they get charged, either way, it is dirtier than a stripper the night before rent is due.
I haven't followed this specific issue but I would agree that the rules in this area are pretty murky.

Rules can't ever cover all ethical questions. All parties get tax money and pay for staff and offices with it. But apparently only the NDP thought to put those offices outside Ottawa, and nearer the MPs and constituents who'd use them.
Once the smoke clears we'll see whether the ethics get newly-regulated to permit all parties to regionalize, or whether so much fuss has been made that they wouldn't dare. Given that pols are involved my money's on having it both ways: censuring the NDP for not asking, then letting everyone do likewise.

Why? He hasn't denied that the NDP found a loophole to divert public money to their own use. He is saying that since they found a loophole they didn't break any actual laws, which may be true. They found a way to go whole hog to the trough without actually breaking the law, they were caught, and the loophole they were exploiting has now been closed.
