According to the Star, which should always be taken with a grain of salt, Ford was seen allegedly partying with an apparent escort named Alana, he had previously met at a stag, and asked staff to be discreet.
So what...we are all here and IMHO this does not mean he is not doing his job most of the time.
What do you think? Does it matter, even if it is true that he apparently frequently,,,and this is all according to the Star
None of the allegations are according to the Star. They are statements made by Ford's friends and staff to the police.
Apparently he doesn't do much of a job at all:

The document also describes the mayor as a bit of a slacker. According to his former communications assistant, Isaac Ransom, the mayor begged off showing up when Prince Philip visited Toronto, and “would not do any media events before 11 a.m.” The document adds, “Mayor Ford would try to get out of doing ethnic media events, meetings with international politicians and ambassadors.”
He also didn’t seem to have much of a workday. Mr. Ransom told police that Mr. Ford comes in at 11 and works until 3 or 4 p.m.

...David Price “basically badgered the mayor to give him a job,” the document says of an old friend of his brother’s who was made the mayor’s director of operations and logistics.
“The mayor finally gave in and hired him at double the price of everyone else in the office. That did not go over too well with the staff. Everyone was aware that Price had a past of drug dealing,” police say they were told by Mr. Christopoulos.
Mr. Price apparently rejected this notion.
Mr. Price’s salary is $130,000 a year and the last person who held his job earned $65,000, the document said.
So much for that "fiscal record" bullshit. The "gravy train" was never stopped, it was only diverted to go straight to Ford Station.
