Probably. I sort of think that a lot of the world sees American political system as a black box. One that apparently conveys the god given right to assassinate the leaders of other governments at their discretion. Or is it just that god bless America is a simple fact of life.

Most importantly because the U.S.A. is a federal union, hence it is states which matter in such things. We could go on from there but I'm not sure of the marginal utility of my doing so*.

Regarding the Second Gulf War, things were different the first few months after the occupation of Iraq then they were later.
Most of the problems were due to Civilian Leaders failing to pay attention to the Military. Indeed the force sent was more than adequate to defeat the Iraqi Military, however it was not sufficient to adequately occupy Iraq. That indeed was wrong and lives were lost due to it.
Should have come home once it was determined there were no WMD and Saddam was captured. Staying there was like putting a target on your back.
However, it is a principle of the Law of War that basically "you break it you bought it." You can't just occupy a state and then without doing anything to attempt to create a stable government take your marbles and go home.
Actually no, Iraq was not occupied in Gulf War I the Allied forces withdrew from Iraq. Occupied in the above sense means take over the whole kit and caboodle as in the government ceases to exist.
