They aren't obligated to license brothels and the Court isn't "demanding" that they do. The city will do whatever it chooses to do. That doesn't mean that Niagara Falls or Mississauga, or wherever, would. I highly doubt that they won't. I think the one who's got it absolutely right is oagre. Could easily see a million dollars or more being invested (over time). It's simple economics and it's all about ROI. If the license for a body rub is $11k, a brothel might be $25k or $50k, who knows. But some people will happily pay it. There will be a gold rush of sorts of those staking their claim to their license and the best locations, best facilities, etc. Once this is destigmafied, it will be the those that established themselves first who will become the biggest names, biggest brands, gain marketshare and make the most money. Look at what the big clubs spend in furnishings and sound equipment. Why would it be any different?
