Technically they could, but I think they're taking a no harm no foul approach to things. Busting guys for trying to hire children is different. As easy as it would be, I highly doubt they want to tie up the courts and fill jails with consenting adults paying for sex.

I thought I read that there was police were in CA recently doing a walk around. The Liberals have confirmed that they intend on rewriting the prostitution law so that could contribute to a lack of resolve in enforcing the law however my point is that as long as the law is on the books, it is an underground activity that still makes it easier to hide both human trafficking and the exploitation of minors. A study by the University of Victoria which asked Johns who said they wouldn't report abuse (minors) why, the number one reason they gave was fear of arrest or exposure.

YRP is just using BP as a means to an end , coupled with the powers of C36, are able to build a more solid case for court purposes.

They don't need your cell phone because they have a transcript ready to go with the messages sent to them via text. Also, if guys phoned, that conversation was probably recorded by YRP and again, a ready made transcript of violations of C36; communication and an underage luring charge.
