Sure there are arrests for various reasons. Some of them because of human trafficking as well as child prostitution. These were always illegal even before Bill C36 was passed. Similarly, massage parlors were shut down in York Region as they were considered to be illegal.

Off course Federal Government is the one that enforces this law so not sure what you are trying to say. However, if Harper was re-elected one of his promises was to enforce the Bill C36 as he was disappointed in the manner in which it was enforced or the lack of it. Thankfully, Trudeau did not enforce it. Medicine Hat is hardly a destination for many Ontarions seeking sex.

The massage parlour that was shut down was employing consenting adults and cops arrested clients found there. Under C-36 all massage parlour activities are illegal because even a handjob is listed as a sexual service in the website of department of justice.
The Medicine Hat arrest happened last year under Trudeau rule.
If the massage parlor has the full body rub licence it will not be shut down. Massage parlors that do not have this licence and have naked MPAs performing rub and tug will be charged and shut down as well. When massage parlors are robbed and the cops go over to investigate, why do you think that they stay open? Stop being childish.

Yes, one arrest in Alberta does not make Bill C36 being enforced nationally.

Bylaw officers don't enforce criminal laws, totally different set of laws.
What are you trying to say with respect to actual cops who go to investigate robberies in massage parlors and do not shut or charge the owners?
So it is illegal to sell full body rub licences, as it conflicts with Bill C36?

At least he can claim his appointments were non-partisan, and that's all he promised.

Harper repeatedly promised a reformed and elected Senate. He said he'd never appoint any Senators then appointed more than most PMs before him ever did. And, made sure every one was a staunch Conservative hack. Duffy, Wallin … . Previous PMs used to salt the Senate with the occasional Opposition pick to make things at least look respectable. But respectable didn't matter to a guy who could ignore his own Fixed Elections Law.

Having a municipal license doesn't protect you from criminal prosecution. Same as drug sellers who are required to pay taxes to Canada revenue.
In Canada criminal law, Bylaws, tax law, immigration laws,traffic laws, national defense laws... are different levels of laws.
Any business cannot be above the law. Where are you going with this?
