Is Puerto Rican food spicy?
As was mentioned, Puerto Rican food is not spicy.
Puerto Rican restaurants will give you a vinegar-based hot sauce called pique if you ask. You can kick the food up if you desire.
There's a couple foods not mentioned here that I enjoy. The jibarito sandwich which is a popular modern manifestation of PR food elements. You take crispy tostones (twice-fried smashed green plantains) and make a sandwich (steak, chicken, pork, etc.). There's also the traditional mofongo. You mash fried green plaintains with garlic, oil, chicharrón and salt. Then you can fill a pile of mofongo with stewed beef, pork, shrimp, mahi-mahi, etc.
So while both are relatively simple dishes, the texture play is there.
