All lives matter includes both the set of white people and the set of black people along with all other sets of people. Thus All Lives Matter means Black Lives Matter too, in fact they matter just as much as any other lives.
Perhaps you should return to preschool and learn how Venn Diagrams work to visually understand this elementary concept.

Otherwise, we are not talking about that set or our statement is false.
If we say something about a set, we are saying it about all it's elements, including subsets: groups of elements we wish to further distinguish from the one trait we used to define the set.
In this case, we are talking about Lives, specifically ALL LIVES. You then define Black Lives as being different than other lives, otherwise we would be talking about all lives.
So we have now have two sets of lives that fall under the umbrella of ALL LIVES.
If we say something about Black Lives, it may not necessarily apply to Other Lives. And if we say something about Other Lives, it may not necessarily apply to Black Lives.
However, if we say something about ALL Lives, it must by definition apply to both subsets: Black Lives and Other Lives, because this is how you defined the set.
Otherwise the statement is false.
Therefore, if we say All Lives MATTER, we include the subsets of Black Lives and Other Lives.
This means by saying All Lives MATTER we mean: Black Lives MATTER AND Other Lives MATTER.
