Only have a few observations from a distance, no direct experience...
I visited Negril and saw many hand written signs advertising hot girls - looked like all from the same agency.
I also saw several men with unmistakable companions, (at least to the trained eye
) Very young and pretty.
I didn't talk with the girls since they were obviously busy, but saw them frequently having dinner with their new friends at the local restaurants in the early evening.
When I was walking on the beach with my boyfriend I was mistaken by some of the locals as his paid companion - I'm black, he's older than me and white. The locals seemed completely non-judgmental about that in Negril.
I have no idea of the scene in Kingston. Maybe the strip club at the Quad in New Kingston might be a start.

They may equate girth with wealth. Works for me.
I was never approached when walking on the beach with the SO, but as soon as I went walking alone...they were all over me.
Try asking at the "Office of Nature". It's on the beach, just up from the Sunset on the Palms beach, and before you get to the Riu Negril.
Ask for "Christmas" and tell him "Mr Big" sent you.....
