I saw a police spokesperson interviewed on TV. He said the police didn't give chase because an innocent civilian(s) might get hurt. Car chases always carry that risk.

I always wonder how these things get caught on video and why people feel the need to video things instead of phoning the cops or helping out. Though, to be fair, not helping out is more understandable given you don't want to put yourself at risk

By the looks of it, they stole the white truck and decided to switch vehicles.
Looks like they rammed the other car with the truck and then beat the owner of that vehicle.
And it's 2 on 1, are you really going to try something?
Are you willing to take that chance not knowing if they have weapons? Hard pass for me.

Yeah, i totally get not getting involved physically. But I don't understand recording instead of phoning the cops. To me, if you're standing there recording, you're doing that so you can post it on your social media and get likes and go viral and get interviewed by CP24. You're not doing it to help anyone and I find that problematic. Call the cops, let them deal with these assholes

The logical part of me now watching this after the fact with the video is saying that it was a good move by the witness. They can't help and if they call the police they miss a chance to get them on video and they were probably thinking the cops wouldn't get there in time (maybe?). Or maybe he had someone with him that was calling? Or he saw others in the area on their phones?
A lot of variables but I think this was smart to record the action on their part. Much more valuable with a video and that close. I hope they get those pieces of shit playing Grand Theft Auto in real life.

Why do people try to steal cars? They think they'll make money by selling a stolen car? With fake ID? How is this financially lucrative from an ASSHOLE POV? Dismantaling a car and selling parts is a lot of work I doubt they make enough money off of that.
From my limited knowledge, car parts are a real good business.

They get paid by the criminals that ship them over seas for sale.

Actually a video recording can be invaluable to cops, it's more reliable than the eyewitness call and description of the event.
