So far the best simple solution I've found is to place two pieces of thin wood board, 8ft long each, on four bridge chairs across so they look like one. The only problem, a windy day or heavy rain, perhaps the wood could be fastened to the chairs?

That sounds like a cool kite.

tboy had some good advice, putting slits in the fabric will relieve the stress. The idea of thin white wood might be better than fabric and you wouldn't need rope then, but you need some anchors.
A few 2x4s and concrete blocks would be more effective than light chairs.

The fabric is already cushiony creating indentation for the wood to sit. Perhaps some rope and bricks to add more support. Either way a very windy day will kill it.

For those who have been reading this thread the demo went well, thankfully it wasn't too windy out cause the sign wouldn't have held on its own and it would have been a lot harder for two people to hold it all day.

Here's another solution, a mobile sign which can be dropped off for one day at a cost of around a 150 bucks. The only trouble is it can't be moved immediately if someone complains.
