Sure, if you ignore everything that is actually happening, then this is true.
He might have no sign of wavering in his intent, but the reality is different. The Russian army is taking major losses at a higher rate than Ukraine [which actually has more men]. It's lose ground on multiple fronts. Morale is falling apart. Supplies are an issue. He can't really call up the reserves because that would also trigger a backlash whereas Ukraine can't yet arm everyone who wants to smash shit up.
IIRC Clark is the same guy who speculated that the Russians will lob a nuke... at Poland if things get bad in the Ukraine. He has never heard of article 5 it seems.

Russia and its nukes are a serious and ongoing problem. This is the takeaway from the Ukraine War. You have an authoritarian, cult of personality dictatorship with heavily censored press and a national mission to invade neighbouring countries to get back an empire that hasn't existed since the 1980's. It's seriously destabilizing and there has to be a plan to deal with it that involves all the other countries in Europe and which takes into account nuclear strikes.
