99% of people who have ever heard or read that poem understand its point, and it's not about comparing humans to reptiles. I suppose, by extension, the OP also thought George Orwell's Animal Farm was about comparing people to horses, pigs, etc.
Whether it's a "Tale of Two Cities" or Star Trek, writers have long known that you have a better chance of getting a reader to temporarily set aside their prejudices and entrenched positions about a political or moral subject if you remove the issue from its real world context and address it in a fictional setting.
