I've heard someone say that Graham's bill is a way to give some conservatives running for office some cover. If they are in a red state where the anti-abortion movement is strong, they can say they would vote for this bill, while those in less pro-life areas can say they think it should be left to the state. It could give the senators/congress people cover to pay lip service to their supporters, and distract from Biden's run of victories...But...not sure how it is going to work out for the GOP.
