Shocked the shit out of me when I read it, I've met the guy! I'm up in Moosonee each year, got friends up there, and he's a friend of a friend. Although I doubt they're friends now. I remember sharing a water taxi across the river from Moosonee to Moose Factory just a few years ago.

If they have DNA they can do this. The issue is the time it takes to track down any distant relatives found through the open source DNA databases. Getting a result that says someone is likely a third cousin of the suspect still requires a bunch more work to isolate the suspect, follow them to, and legally collect DNA. It also has the problem that there may not be anyone closely related enough to even start the tracing process.
The CBC article on this also mentions they are using the same method to try and identify the little girl found in the Rosedale dumpster this summer.
Sure, if the suspect chose to have his DNA added to the open database after committing murders.

Well sure, if you committed a crime and DNA is able to identify you, I think that’s great.
However if you haven’t done anything you’ve got nothing to worry about.
What happens if your DNA leads to a relative (say Ted Bundy?) who is a suspected serial rapist and killer. Just kidding (I hope). Actually, that is good news if it helped to take a serial killer off the street.
I think Canadian law is changing. Even mass murderers like the Incel guy will possibly be out in 25 years if supreme court decides that a life sentence is too inhumane.

... that wouldn't matter anymore... for with soooooooooooo many sincerely using their DNA for genealogy, it is a mathematically certainty that eventually relatives close enough will be identified so that the ID of the criminal is pinpointed as well.
In fact, DNA works much better for present and past murders than it does for genealogy because you just can't routinely collect DNA from your Great-Great-Great Grandmother so easily. (at least police save lots of it from the murderers of yore)
