I believe SkyRider is correct, Horton's contract does not count against the 2017 Cap.
In that the Maple Leafs are not over the cap, there's been no need to place Horton (or Lupul) on LTIR.
As a result, their salaries do count towards Toronto's cap.

Their salaries don't count becasue of a clause in the CBA that allows for injured players salaries not to count against the salary cap as long as they are on the LTIR. This clause only counts once a team is OVER the upper limit on salary, which is why you occasionally see teams trade for injured players to bring their salaries up to the minimum.
