When I read this word "shutter" I think of two things, a mechanism on a camera, or a window covering. Recently I see this word being used in the context of companies closing down, ex. GM shuttering 4 plants in a cost saving measure. To me the use of this word in this context seems strange. Guess my vocabulary needs expansion.

It's not used a lot and I've never used it, but I have heard it. It is like when you see an abandoned building and wooden boards are covering all the windows.

It refers to the old factories which, like old homes, had wooden window shutters which could be moved to cover the windows to protect them from storms or intruders. Naturally, when a factory with shuttered windows was shut down, the wooden shutters were secured over the windows. It was a clear way of signifying that the factory wouldn't be reopening any time soon.

From the window covering: As in 'The company closed the shutters, locked the gate and walked away'. Or. 'They went bust and the place is all closed up and shuttered'.
