It won the Palm D'Or at Cannes, the two leads are exceptionally gorgeous. Unfortunately the film will be lost on North American audiences.
As for it being the sexiest film ever, an early Daniel Day Lewis film holds that title. And yes, it was an enabling date movie.

IMHO, Lena Olin (with Daniel Day Lewis) is the sexiest woman on the planet. She's pushing 60 now, but I'll wager that she still looks hotter than women half her age.

Sexiest is so hard to tag a movie with, but I suggest the Daniel Day Lewis' Last of the Mohicans. Beautiful musical score, great cinematography, script, softcore sex, and complex characters.

All depends on what you consider "sexy." Could be anything between silhouettes in the dark to hard core action. Wasn't there a director Zalman King that made a string of soft porn type movies? 9 and half weeks, Wild Orchid, Red Shoe Diaries, etc?
Ang Lee's tragic tale and coming of age opus with the luminous Tang Wei in her film debut is very worth of the distinction being discussed.
As for me, "Betty Blue" gets my vote with "9 1/2 Weeks" a close second.

Nothing sexy from this picture/movie! Its disturbing.It depends how much weight I put on one scene vs the whole movie. I loved the sex scene with Halle Berry in Monster's Ball but I found Christina Ricci very sexual in chains through most of Black Snake Moan.
Wow..... this Betty Blue movie looks great. Some how never heard about this movie.
Please do find "Betty Blue" and give it a viewing. It will stay with you forever, I promise you that.
I also forgot to mention "Happy End" with the gorgeous Jeon Do-Yeon. It shocked conservative Korean and Asian audiences with it overt sexuality and raised many an eyebrow in the west as well:
