That was published by the press, not the cops. (Although the FBI did authorize it.)
That's not even getting into the history of why it was published, which I'm sure you know.

Of course, the very fact that the FBI had to authorize an exception here might make you question whether publishing these things are standard.

I know in general I tell everyone not to engage with mitchell's trolling, but I do kind of like that he stops to acknowledge my post that the TBI has given updates about the writings just like updates about the writings were given in the other case, and that neither manifesto was released, and then just goes right back to posting "release the manifesto" nonsense.

It may not be my thing, but he's dedicated to his schtick while still winking to the audience.
