People have noticed that if you make your disinfo an Alternate Reality Game where people decode clues and encourage each other and craft the narrative, it is much more engaging.
You do risk it wandering too far afield, but you can keep some threads focused on what you want using influencers.

Any bio research is likely to involve toxins, notty.
If you want to study viruses, you have to have the viruses to study.

A lot of these labs are used for disease monitoring and research. (Even in the Soviet days, that was their primary purpose.)

I doubt any Ebola would be in Ukraine - those are probably in African labs under the same program.
Why? the Russians are quite adept at handling these things, just like Chernnobyl, the Russians could have been briefed and handled the labs safely with the Ukrainian staff.

Everyone was super fucking worried about what they were going to do in Chernobyl and the other nuclear plants as well. That they seem to be behaving responsibly for now is really good but it doesn't change the fact that people are worried about giving them the chance to behave irresponsibly.
