They can, they just don't. The SU and Russia have been notorious even before the invasion for just having their stored equipment sitting out there rotting away. Everyone knows this except for you. I suspect even you know this but you are either trolling or you are such a poutine stan that you don't care and will argue things you know not to be true.
Hell it seems their slack maintenance extends to equipment that is in use.
They have HUGE boneyards this is true, but so so all countries. Just because a vehicle is stored outdoors does not mean it is not properly stored.

They have glossy, prestige projects - like their late model Sukhois and the Armata tank - that are pristine. But most of their day-to-day stuff appears to be shit.

It's a tradition over there. Google "Potemkin Villages" for the same concept 300 years ago in Russia.

I watched the video.

I cannot fathom the destruction inflicted on that town.

The Russians really are wanting to wipe everything Ukraine off the map.

Despite their foolish nostalgia and desire for a return to the "glory" of said (false) nostalgia, they are doing destroying their own country. And they will be effectively cut off from the rest of the civilized world.

Dumb fucking Russian savages will cause the setback of their country, their economy and hatred of Russians for the next few generations.

What is it that appears shit? Their AK-47 is one of the most popular assault rifle on the planet. Their MIG-21 was the most highly adopted supersonic fighter in history. Everyone seems to want to buy AS400 even though the US threatens them. Their artillery is good and effective, their cruise missiles are hitting targets with precision.

The SU switched to the AK-74 in oddly enough 1974, if google steered me right. It's popular in the third world because it's cheap and the build tolerances are so low it will tolerate lots of abuse. However the SU gave up on it 48 years ago. Sure the assault rifles are basic tech and it isn't like comparing a Sherman to a M1A2 but still they don't use it any more.
Mig 21 started production in 1959. What's next extolling the virtue of the British Army and Navy based on the Baker Rifle and the 36 gun Frigate. Also highly adopted, by who, WP countries who have no choice, China whose production abilities means they had no valid choice and various third would hangabouts in the Russian Sphere. Who gives a fuck.
I doubt anyone wants to buy the AS400 anymore or any other Russian equipment unless it's dirt cheap which was always their thing.
Artillery is good and effective and flattening residential areas but so what WWI artillery.
Ditto with their precision missiles. Also you present nothing about if they are actually good, I mean just because you can make a missile that go boom near the right spot, it's 2022, you know that right?
