You're being paranoid about something that's incredibly rare. A good way to determine how much law enforcement causes trouble for establishments in a particular area is to look at how openly the establishments advertise. If there are incalls in an area with web pages that tell you this girl does greek and that girl provides a bbbj, and there are enough reviews to know that the agency is established and isn't B&S, you can be very confident that police don't care about incalls in that area. LE aren't actually stupid enough to not be able to find such a web page if they wanted to, nor are they stupid enough not to know what the advertisements mean, so the agency wouldn't be there if the police cared. There's also the fact that as I understand Canada laws, they try to target pimps; there'd have to be extraordinary circumstances for there to be anything a hobbyist even could be charged for, but I'm assuming you don't want to be seen in the vicinity of a police incident (if you're seriously concerned about being arrested, then you are absolutely being paranoid).
Street action is another matter, as Stash says. Those not into risk should avoid the streets, and those who get off on risk should really see someone about that (and I mean a therapist, not a streetwalker).
