Bell didn't even come close to the up to 7mbps...

Besides evil is evil. Trying to find a good guy between those two companies is like inferring that cow manure somehow tastes better than horse.
I had both services simultaneously for quite a few years and found that making speed comparisons is a bit childish simply because one got faster for a while and then the other would get faster. I currently have the 5 MB service with Bell and it runs around 5.15-5.30 MB, depending on the service of course. I will be upgrading in a few weeks to the 16 MB service, (I believe Bell is already getting ready for another 10 MB jump somewhere in the future). But the speed issue is always going to be a leap frog situation.
However I eventually dropped Rogers for a number reasons. First their email service was constantly going down, second their ability to understand their own nodes was next to none, (twice I had issues where I was able to trouble shoot where the problem in their network was and they did nothing until I started the process of closing my account), finally when you are with Rogers you are on a LAN and it all depends on where you live and the nodes are phenomenally affected by how many people have Rogers internet and/or various cable services.
Most of the companies are going to TLS email security because most companies are moving their mail services to other services such as Hotmail etc. and for obvious reasons you don't want to be sending clear text email to an external email site.
