Your answer (having to spell this out for you) is that you are partly responsible - no - you didn't commit the actual murder, but you were responsible for not doing something about it so that by not doing anything means you are indirectly responsible for the murder. You were negligent in my hypothetical case and therefore you've done wrong. You were, indeed, partly responsible.
That's a fine answer. I fully understand that you didn't pull the trigger or use the knife - or whatever. I fully understand that you could have done something and didn't. And it's the not doing something that you think fully wrong.
And because you were fully wrong in not doing something you are, to some extent, responsible for the event that happened.
