CRA is working towards removing any personal bias from their selection process. They have developed a number of "competancies" - Customer Service, Leadership, Conflict Resolution,.... and have assigned certain competancies at certain levels for each job profile. In order to be able to apply for the job you need to at least meet those levels or your application is discarded. Coming in from the outside you have to write a battery of tests to gain the start in those competencies. Don't pass the test, don't get an interview.
