He is rebuilding the club, the farm system is strong which is his doing. To properly rebuild an organization takes time. He had very tight budgetary constraints to work under, they have been eased, but only recently. Unless they tank badly, while possible is unlikely, he'll be here awhile.

I think he is slowly wearing out his welcome, he apparently has fired many people in the organization from office staff to popular scouts to 3 pitching coaches in 3 years to a hitting coach who 2 yrs ago he couldnt stop raving about, he is very arrogant and rubs alot of people the wrong way seems to always pass the buck when the fact is its been 3 yrs now and he still has the same crappy bullpen that he had then despite doing it over every year its scary when the jays have a lead in the later innings, i think he gets canned at the end of the year unless they are around 500 and competitively in a wild card chase.
