Here's why: unless they receive a complaint, as stated, the police have more important things to do than bust 2 consenting adults having sex.
As for illegal, you can hardly compare incalls to child porn, selling and discussing how and where to get drugs illegally and other illegal activities....
As stated, the police don't look the other way, they just don't look unless they have reason to. For eg: neighbours complain, rumors of underage ladies, abuse etc.

The prostitution laws are very specific on this matter and it is not the sexual contact for money that is illegal, it is specifically: discussing sex for money in a public place, living off the avails (as discussed here) and keeping a common bawdy house which loosely means: having a location for the specific intent of having sex for money that is a) the lady's residence and or b) not the lady's residence yet customers go there to complete the transaction. Discussing sex for money and having it occur in your (the customer's) private residence is NOT illegal (aka outcall).
As for asylum's comments: I take it she's NOT an escort? You see, it is easy to arrange a car and driver to take you to a club where you will be working for x number of hours. Do you dance for an hour at 10 clubs per night? Do you dance at 50 different clubs per week? You see, arranging for a car and driver to watch your back while you work is totally different than having someone take you to point a then pick you up 6 or 8 hrs later and take you home. Heck, a cab driver would work fine. However, having a driver on call for 8 hrs, and paying him to be there for you if problems occur, that's a whole nother ballgame.
So you say one can pay someone to build and maintain a site for you, hmmm sounds like he's living off the avails doesn't it? Hmmm sounds like something an agency owner does.
I find that you have the "ostrich with it's head in the sand" attitude: just because it works for YOU, you can't seem to see that it might not for everyone. Some don't have the time nor the inclination to do it all for themselves. This is why we have many different types of industries and careers. if everyone could do everything for themselves then the economy would collapse. ie: Why pay a contractor to build you a home, heck just do it yourself! Why pay a mechanic to fix your car, just do it yourself. Why pay a lawyer to represent you, it is within the law to represent yourself....see what I mean jellybean?
