inform the person named in the notice that if the toll or fee referred to in the notice, or any interest on that toll or fee, is not paid within 90 days of the day on which the person received the notice, the Registrar of Motor Vehicles may refuse to validate the person’s vehicle permit or refuse to issue a vehicle permit to the person and that the Registrar of Motor Vehicles may do so even if the failure to pay is disputed under section 17. 1998, c. 28, s. 16 (2).
This is the section of the Highway 407 Act which provides the 407ETR with the authority to stop the re-registration of your vehicle (just like for unpaid fines or parking tickets) until such time as you pay the toll (fine, tickets, etc). The act also gives them authority to obtain the plate holders name and address for the purposes of billing.

The key word here is "may do so". I believe that McGuinty government has 'suspended' the privelage of the 407ETR to exercise this penalty for the time being, pending the outcome of the toll dispute.

I've called the 407 numerous times...they told me to call the MTO, the MTO laughs and says it isn't their problem, to just keep sending the bills back to the 407...which is what i do with them.

and i didn't tell him NOT to pay, just saying it would probably not be noticed....there are 3 different names that come monthly to my house, plus a few others that are more sporatic.

And what exactly do you think i should do...pay the bill for them??

Enough whining

If you use the hyway - you pay. Its pretty simple.

You all should be thanking your lucky stars it was built - or nothing would move across the top of Toronto.

It was built in just a few years - including like 26 major bridges/intersections. Had the province built it - it was slated to take 26 years and cost multiples of the $980m it cost.

Our country needs more user pay services - so that those that dont use the services dont pay for them unfairly.

Who is whining about paying for something that they in fact used? Very few. The complaints are about false billing. Getting billed for something that was NOT used. This is nothing (IMO) but a huge $millions$ sham(scam). They make the resolution system so hard to process that they know enough of the % of people who get false bills will pay them just simply because they don't want to bother with all the problems they will have trying to resolve the situation. I would be willing to bet this sham is netting them $millions$.
