I read the entire article and nowhere that I can discern does it say that there were five confirmed cases.
They seem to just approximate five cases. Which is disingenuous too say the least.
Maybe that's why they used the word ''about''.

Actually it IS legally. It's well established that a bartender is civilly liable in a negligence claim if he serves a drunk patron who then kills a vic in a road accident.
