TORONTO -- A Niagara Falls man, who used Ontario’s 407 toll highway while operating a home renovation business in the Toronto area years ago, said he was shocked to receive a bill for nearly $28,000.

“I don’t know where they get the $27,892 amount,” Ed Sarmento told CTV News Toronto.

Like many highways throughout the country, traffic has been unusually light along the 407 due to the COVID-19 pandemic. The toll road has seen a drop in revenue during this time and continues to seek payments from those who have used the highway without paying in the past.

Sarmento said he was aware he had an old bill relating to a company vehicle registered in his name, but blames a former partner for the high cost.

“It was a surprise to me that my partner was using it more than we were supposed to because we tried to use the 401. He took the 407 often and never told me," Sarmento said.

Kevin Sack, the vice president of communications with 407 ETR said, “We don't want to see anyone's bill get to the point this account got to,” but added, “You can't be unfair to all the other customers who pay their bill."

Sack said the toll road reviewed Sarmento’s account and found during 2010 to 2012 there were almost 800 trips that were never paid for, 39 bills were sent over 10 years to him, as well as 10 notices that the unpaid bill would result in him not being able to renew his licence sticker, which happened.

Customers who don't pay their 407 bills will see their account accumulate interest at a rate of almost 27 per cent annually and can have their licence plate denied.

Sack said cases like this are rare and that the highway always wants to settle them.

“There is no way we expect the customer to come in with $27,000 and we stopped accumulating interest on his account a long time ago,” Sack said.

“If he wants to clean up his account he has to negotiate a settlement with us."

Sarmento agreed to terms to settle his account. The toll road also has programs in place to help customers dealing with financial hardship due to COVID-19.

You will negotiate and pay unless you have no need for sticker renewals.
I know so many people who go years without a valid plate / insurance
Even more who just use a family member or significant other to get them a plate

Plus in original story; it was a BUSINESS that folded years ago
If it went bankrupt then 407 has no chance to collect and province would issue plate + sticker anyways

The 407 setup is a total scam. I am not from Toronto, so, the first time I drove to Toronto I had no idea 407 is a toll road. I may have missed the signs, but they are not highly visible. There is also no signs (or at least not highly visible signs) with the exact toll price and if it is the same for the entire road or varies depending on when you get in/out.

I recently had the same experience as two posts above. Drove the 407 going to Toronto... don't recall seeing any toll signs... got a bill from 407 ETR for over $30 which includes a $4.20 "camera charge" and a $3.95 "account fee".

If you use Google maps and look where you entered 407, you will see that the signs designating 407 state it is a toll road. If you live in Ontario and don't know this, you must have been living under a rock.

Uhh no I don't see anything like that on Google maps, and no I don't live in Ontario.
Drove in from New York, would like to know if there's an easy way to avoid this in the future.

The province shouldn’t work with the private operators of the road. Let them deal with nonpayments on their own.

The 407 ETR has truly become a cash cow ever since the Province leased it out for 99 Years. It does not meet the needs of the majority of Canadians who religiously avoid it at all costs.
Ever since they have been jacking the rates up on an annual basis, more and more Canadians are resigned to using alternate routes.
On some months I have bills of over a $1000. But since the Pandemic hit, that was slashed to a couple of hundred dollars a month.
Having said that, I am aware of an individual who is in the same dilemma as this guy, although her Bill is not as high.

Ontario is not Toronto. Why the hell people from Ottawa would need to know what kind of a road 407 is? All other toll roads I know have special entries and all toll lines I know have very visible different characteristics and LOTS of signs before they begin

You drove on a toll road and are surprised they charged you a toll?

Did you read the part where I didn't see any toll signs.... yeah I'm surprised big time. And it's by far the most expensive toll I ever had in my life.

Once my home address received a 407 bill for a deceased family member that didn't drive, have a car or was alive at the time on the bill.
I tossed it away and a few months later received a letter saying it was going to creditors for collection and it will affect future credit ratings etc.
Just to shut them up I mailed them a copy of the bill and the death cert with a note that if they didn't straighten things out I was going to call the Toronto Star / Silverman helps .
Never heard from them again.
