Some of this is due to homeowners adapting to the high price of home ownership. Many people are buying homes with a basement apartment in order to help pay their mortgage. The extra income is probably a necessity for many owners.Don't tell anybody but I heard that the City is tolerating "illegal" rooming houses and basement apartments as "affordable housing". Otherwise, the City will have to spend another billion dollars on "community housing".
