Actually if you watch the video, the cop does say you're under arrest, but as he has his back to the camera it isn't audible. However, the reaction from the "victim" is for what? As in what am I under arrest for.

Naw mang, you're just watching the video wrong. In fact, if you watch it backwards, it becomes a video of some nice officers helping the fellow up off the ground and sending him on his way. (with apologies to the late, great Bill Hicks)
