I don't think anyone should be allowed to enter Canada unless they have been vetted fully in their home country.
I also have no problem with any and all visitors to Canada needing a Visa to enter, even Americans or other countries that currently don't need a vise to enter(much like Australia).

You can even trust these countries. They have recruiter in foreign countries that will fake papers. Everyone in this is a scammer.

We need common sense policies and enforce them.
