A person could have a double-digit IQ and still be in the normal range. Although if you're too far below the 99 mark, there likely won't be many scholarships headed your way.
Ontario does do testing because of the gifted program.
Back in the day, they would take you out of class and test you with a psychologist.
And there would be written and verbal tests, even if you were only in grade 4.
Then you end up going to a school for Grade 7 that isn't in your local area, requiring a long-ass bus ride
And you grow up with some classmates that so smart, they make you feel retarded. In some things. Those guys out at 3 and 4 standard deviations may turn out to be... interesting?

90-109 is average to normal intelligence. so 3 digits means can you can function without a helmet.
Normal is not a useful term in respect to IQ. Mostly it is about average. And of course percentiles. 60 percent of people are between 80 and 115. People can earn a living and live a good life if they have something over 70. It gets harder for people below that. Profound mental retardation is below 20. 160 is genius.
