As I said, I'm not sure you understand how the process works. Once troops have been committed, the President as commander-in-chief generally holds the cards. A slim majority in Congress doesn't hurt the opposition, but it isn't enough to over-ride a President determined to stay a particular course, as the immovable object George seems to be doing. The War Powers Act, first passed to curtail the actions of a renegade President, has been so watered down as to be useless. Cutting off funds for the war, the one power Congress could exercise, is a non-issue. Any attempt would be political suicide. It will take Republican defection, which seems to have begun, to truly change to the direction of this war. George won't be moved easily, if at all. Any President can commit troops or order strikes without congressional approval. Getting a resolution passed allowing the President to proceed is at best considered polite and politically expedient. Off hand, I can't remember anytime in the last several decades when Congress has refused a President what they wanted as far as military action, if ever. Resolutions on this are a rubber stamp. Congress was originally given the sole power to declare war, but this hasn't happened since WWII. Presidents since have simply side stepped the issue, and have pretty much done what they please without formal declaration.
