How a woman is dressed certainly does not give anyone the right to do anything.

Same as wearing expensive jewelry and counting out bills while walking in a bad area at night in some South American country does not give anyone the right to kill you and take your money and jewelry.

However, it is a good idea to take some responsibility for your own actions by not drawing attention to yourself, and by not putting yourself in a bad position.

Over here is a dude walking about flashing a wallet full of hundreds, loud, boastful, brash, pissed. He's perfectly entitled to be and to do those things. Over there is a dude who is quiet, sober, and self-confident. Which one is going to get robbed on the way home?

There has to be a trigger for it to get triggered. The victim did not create it. The family, community, and society did. Here's a piece of a piece of a thing I wrote, that never (of course) made it past the editor's desk:

It does not matter if the clothing is long or short, tight or loose etc... What a typical rapist looks for when searching out a target is clothing that is easy to get off or cut away as most professional/experienced rapists carry scissors or a knife with them. Clothes like jeans are typically not preferred as that causes more of a struggle to get off of a victim. Long hair would be preferred as it is easy to control the victim by the hair. So... in short it is not a slut look, but an easily controllable and easily accessible look that rapists go for. If a woman was merely wearing a long, loose sundress a light cut able material you can see how that would be just as easily accessible to a rapist as a short mini skirt to cut away.
