Ford responded by denying, lying, and making inappropriate and highly offensive comments. His fake apologies were clearly attempts to spin his failing PR fortunes and his disregard for the dignity of his own wife shows clearly what sort of person he really is.
His poor behaviour and awful judgment have shown him to be a bad and unreliable mayor. His lies, deceptions, and atrocious language have demonstrated he is also a bad person.
But the OP is correct. On rare occasions, he can read from a script without completely messing it up.
