Lula's election appears to be a mixed bag.
After the first round of voting, he promised govt. handouts that at some estimates will be 2% of GDP.
While Lula won the Presidency, it appears Bolsonaro's party will now control the Congress
Kind of peculiar voting dichotomy, but certainly possible.
Now two things going forward are going to be the result.
The Congress will block Lula's grand spending plans.
So Lula can write out all the unfunded checks he wants, but they will never be signed.
Lastly and as important, the Brazilian Congress will rein in pro-Lula activist judges. Judges that also ran cover for Lula's excesses.
