The reservoir was empty as it was offline for repairs.
No amount of water pressure at the hydrants, forest management etc could contain these types of fires.
Sure there may be some areas where they could have probably done better.
But to say that they were not prepared at all, or had no readiness plans at all is an uninformed opinion.

How can you be prepared when you have to take a reservoir offline for repairs and not have a backup just in case knowing that the probability of fires was high? Does that sound "prepared to you?

Your argument falls apart because the hydrant pressure and no forest management are in reality two important factors. Simply overlooking these and saying they couldn't help contain the fires regardless is creating a fictious reality and speculating.
