Just to see if you can understand this. About 5 to 10 Head Coaches are fired at the end of every NFL season (Ron Rivera was fired today) plus GM's are also fired. Do you think these guys would not bring in Kap if they felt it would save their multi-million dollar a year job? They weigh the pros and cons of signing him. There must be more cons in most decision makers minds

He was ONLY better than raw rookies, past their prime veterans, and players who also should not have been in the NFL in the first place
Ranking between 17 and 31 means you suck and your team is going to cut you as soon as they find a better replacement
(which is exactly what the 49ers did, look at both the QB ratings and W-L records even in the lean years as soon as they canned Kap)
Kap is not even worth a CFL tryout which in itself speaks volumes for his talent level
