Trump gave America's 4% of the world's population 25% of its cases by pretending the virus wasn't a risk, would go away, didn't need federal organization or federal aid.
Trudeau and even Ford handled the virus so much better. Even India and Brazil, the next two worse countries, are dealing better than Trump and the US.

This pandemic is unprecedented. Trump just happens to be the one in power. The POTUS can't make Americans do anything in terms of following any precautions. It's a cultural thing regardless who is POTUS.
