The situation there is made worse by Lebanon tiring of taking care if Israel's problems for half a century. The refugees, the UN and Lebanon all agree the solution is for Israel to offer return or reparations.

Lebanon is not taking care of anything. They are locking Palestinians in camps, denying them basic rights required under the UN Convention on refugees.
The Western funded UNRWA is providing the minimal support the Palestinians get, not Lebanon.
And in a timely turn of events, here is an article from today's Lebanese news about how they are refusing access to refuges from Syria of they are of Palestinian decent.
