The Feds have always had jurisdiction over who enters the country for whatever purpose. They are just fixing the mess they couldn't previously control as well as other things leading up to the next election.

No, the programme you pointed to is brand new to fix the provinces stuffing universities with foreign students to cover they funding cutbacks.

Provinces have never been able and can't allow people into the country. The feds do. Regardless of what program is run by the provinces, feds have to let someone in. They control it. You are bending reality to suit your narrative and it's not working for you.

Neither of you have shown any proof that provinces or educational institutions have final say and make the decision to allow anyone to enter the country. Zilch.
